They promised to provide better service using CDMA technology for the same price. &lt;br/&gt;&lt;br/&gt;Following are some of my thoughts which need be considered by the new operator when packaging and costing their products.&lt;br/&gt;&lt;br/&gt;&lt;u&gt;Better QOS&lt;br/&gt;&lt;/u&gt;Most of the European operators publish their sharing ratio of the bandwidth with their packages(e.g 1:50 or 1:10). This way the customer knows what they are paying for. But in Sri Lanka operators promised to give the sun and the moon but in reality the connections are very slow and you don't know the sharing ratio of the service you are getting.&lt;u&gt;&lt;br/&gt;&lt;/u&gt;&lt;br/&gt;&lt;u&gt;Opportunity to select packages based on the needs&lt;/u&gt;&lt;br/&gt;Currently &lt;a href='http://www.sltnet.lk/broadband.html' target='_blank'&gt;SLT &lt;/a&gt;and &lt;a href='http://www.dialog.lk/en/broadband/products/broadbandinternet.html' target='_blank'&gt;Dialog &lt;/a&gt;only offers DSL connections. In SLT ADSL you don't know your sharing ratio and you don't have the option to go for a better package if you want a good service by paying more(Specially for corporate customers). End of the day you are in the same bandwidth pools(512Mbpspool  or 2Mbps pool) what ever your need is.&lt;br/&gt;Same time  Dailog broadband offers the maximum of 4Mbps links advertising no quotas. But they shamelessly limit your bandwidth using a &lt;a href='http://www.dialog.lk/en/broadband/images/offersandmain/fair_usage_policy.jpg' target='_blank'&gt;Fair Usage Policy&lt;/a&gt;. Quota for a 4Mbps packages is 16GB. They even offer you an IP even to run your own Mail or Web servers. If you divide the quota by 20days, you will get roughly 800MB per day. Whats the purpose of having a 4Mbps link with 800MB quota per day? &lt;br/&gt;The above operator are very unreasonable as they don't offer alternative packages to customers who wants more. The error is due to ASP.NET cannot authenticate using the User Name and password in the impersonate tag. Ther real issue is not the windows authentication problem. Because the reason for the error could be the domain server is down or the administrator has used an incorrect user name and password in the web.config.&lt;br/&gt;&lt;br/&gt;But is it sill good to show the User Name and Password in the error message? You can argue that the developer has switched on CUSTOM ERROR MESSAGES and he has forgotten to switch it off at the time of deployment. But still is it really required to show the whole user name and password in the error? If the necessary ports are not secured, someone can easily login to the server and mess up the server very easily. ADSL should have speed of 2Mbps, but it has around 800Kbps of real speed at off peak hours and on peak hours it goes down to speeds closer to dialup connection (around 100Kpbs). Dialog WiMax still maintains a good QOS. But still at peak hours it is 800Kbps for a 4Mbps connection and on off-peak hours it is around 1500Kbps. So I had the question whether the &lt;a href='http://www.trc.gov.lk/qos.htm'&gt;regulator&lt;/a&gt; of ISPs in Sri Lanka has rules on QOS for Broadband when they issue the operator license to the ISPs. But I couldn't &lt;a href='http://www.google.lk/search?hl=en&amp;amp;safe=off&amp;amp;client=firefox-a&amp;amp;rls=org.mozilla%3Aen-US%3Aofficial&amp;amp;as_qdr=all&amp;amp;q=Quality+of+service+site%3Awww.trc.gov.lk&amp;amp;btnG=Search&amp;amp;meta='&gt;find&lt;/a&gt; any on the Service or Bandwidth QOC for internet or Broadband in the &lt;a href='http://www.trc.gov.lk'&gt;TRC&lt;/a&gt; web site. They only have some QOC Indicators to monitor Telephony services.&lt;br/&gt;&lt;br/&gt;I found the following line below the tariffs when I was referring to &lt;a href='http://www.airtel.in/BroadBand_ForYou_Plans.aspx?path=1/9/146&amp;amp;cid=2'&gt;Airtel India&lt;/a&gt; web site.&lt;br/&gt;"* Speed indicated are only speed upto our ISP Node and are given on best effort bases as per TRAI guideline on Quality of Service for Broadband Service"&lt;br/&gt;TARI is the Indian regulator. I checked their website on the guidelines they practice in India for Broadband services. I found &lt;a href='http://www.trai.gov.in/regulationpre.asp?id=57'&gt;"TRAI issues Regulations on Quality of Service Standards for Broadband Service"&lt;/a&gt; document which explained various indicators of QOS to protect broadband consumers.&lt;br/&gt;&lt;br/&gt;I couldn't figure out why the DSL and other broadband services license and tariffs are defined unconditionally in Sri Lanka. As I can understand from the TRC web site, any ISP can market a product indicating a huge bandwidth offering. But the QOS of the Network bandwidth they should offer is not enforced by the regulator. Its hard to believe that C# only has&amp;nbsp;3.9% popularity among other languages.&lt;/p&gt; &lt;blockquote&gt; &lt;p&gt;For some time now,&lt;a href="http://www.tiobe.com/index.htm?tiobe_index"&gt; Tiber&lt;/a&gt; has published on a monthly basis its so-called Programming Community index, measuring the popularity of programming languages. It uses search engines such as Google, MSN and Yahoo to calculate the ratings based on the number of available skilled professionals, courses and third party vendors.&lt;/p&gt; &lt;p&gt;The methodology is not without flaws, but the general results are widely acceptable. &lt;p&gt;The dominance of the C family of programming languages and Java is apparent, and this has not changed at all.  &lt;p&gt;Java is first with 21.8%, but if C (15.7%) and C++ (10.1%) are combined, they would overtake Java. &lt;p&gt;C is notable, because many other languages including Java are actually derived from it, and other languages including Ruby, Luna, Python, etc are implemented in C. &lt;p&gt;If a young aspiring programmer wants to seriously do programming, I would recommend C.&lt;br&gt;However if the person wants to develop business applications, then Java or .Net would be the choice. &lt;p&gt;VB (VB, VBA, Vibe.Net) has 10.6% about the same share as C++. Specially during the Cricket Worldcup season they were advertising about Unlimited Storage on cable TV. They were &lt;a href="http://www.youtube.com/watch?v=yJbCb5KWMQk" target="_blank"&gt;advertising&lt;/a&gt; this even before the &lt;a href="http://www.yahoomail.com" target="_blank"&gt;Yahoo mail&lt;/a&gt; announce of their Unlimited Storage offer. So I&amp;nbsp;registered there for use it as my&amp;nbsp;mail backup. They connect the laptop to the antenna / control unit using a web browser and Ethernet connection, like how you configure a DSL router. After that they configured the frequency for the cell.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;&lt;a title="Photo Sharing" href="http://www.flickr.com/photos/koolb/774254953/"&gt;&lt;img alt="WiMAX Antenna installation" src="http://farm2.static.flickr.com/1098/774254953_68fcf4a156_m.jpg" height="240" width="180" /&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Even though, WiMAX doesn't need line-ofsight to work, they have to turn it around to get the maximum signal strength. They said even the reflection of the single would also work.&lt;br /&gt;&lt;/p&gt;&lt;h5&gt;Initial speed tests &lt;/h5&gt;&lt;p&gt;The purchased package was&lt;span style="font-weight: bold;"&gt; &lt;/span&gt;&lt;strong&gt;Ultra&lt;/strong&gt; which should have speeds of 4000kb/s for download and 1000kb/s for upload (theoretically). These tests were done by connecting a single PC. &lt;/p&gt;&lt;p&gt;&lt;a href="http://www.speedtest.net/"&gt;&lt;img src="http://www.speedtest.net/result/152457047.png" /&gt;&lt;/a&gt; &lt;/p&gt;&lt;p&gt;&lt;a href="http://www.speedtest.net/"&gt;&lt;img src="http://www.speedtest.net/result/152427568.png" /&gt;&lt;/a&gt; &lt;/p&gt;&lt;p&gt;&lt;a href="http://www.speedtest.net/"&gt;&lt;img src="http://www.speedtest.net/result/152426898.png" /&gt;&lt;/a&gt; &lt;/p&gt;&lt;p&gt;It doesn't have the promised 4Mbps speeds, but currently it has fairly decent speeds. Hope they will maintain the same quality in the future. So I started to find available options on the web.&amp;nbsp;There was some love for Linux  &lt;p&gt;deep in my mind from the days I stated programming. Actually it’s after I moved from VB 6 to mature OO development frameworks like &lt;a href="http://en.wikipedia.org/wiki/Microsoft_.NET_Framework" target="_blank"&gt;.NET&lt;/a&gt; and &lt;a href="http://www.microsoft.com/net/basics.mspx" target="_blank"&gt;JAVA&lt;/a&gt;. I tried some samples on &lt;a href="http://mono-project.com/"&gt;Mono&lt;/a&gt; platform but I was not that convinced with the development tools available on Linux. Glade and Mono was not been convincing enough to do a commercial projects. Though I found a very successful implementation for healthcare industry called &lt;a href="http://medsphere.org/"&gt;OpenVista &lt;/a&gt;and many &lt;a href="http://mono-project.com/Companies_Using_Mono#Who_uses_Mono.3F"&gt;other products&lt;/a&gt;.  &lt;p&gt;&lt;a href="http://www.xminc.com/linux/wxpython.html"&gt;“Linux GUI Application Development for Windows How do you get started?” by Anthony Barker&lt;/a&gt; gives a very good starting point to evaluate Linux GUI application platforms even though it was written on 2002. I finally decided that &lt;a href="http://wxpython.org/"&gt;wxPython&lt;/a&gt; is the best solution form the &lt;a href="http://www.xminc.com/linux/wxpython_chart.html"&gt;information I found&lt;/a&gt;. You can get some idea of wxPython by referring to &lt;a href="http://showmedo.com/videos/series?name=PythonWxPythonBeginnersSeries"&gt;ShowMeDo.com videos&lt;/a&gt;. Further the best IDE that people were referring was &lt;a href="http://www.roebling.de/info.html"&gt;wxDesigner&lt;/a&gt;. It is not a free IDE, but it is best developed so far and even it supports C# bindings.  &lt;p&gt;I’m not an expert when it comes to Linux based Application development. This is what I have found from my own research. If you are an expert on the subject please guide me to choose the rite path on Linux GUI application development. In&amp;nbsp;Addition &lt;em&gt;Page.Validate()&lt;/em&gt; method has been enhanced and GetValidators() method has been added. Specifically &lt;em&gt;Page.Validate(ValidationGroupPropertyValue)&lt;/em&gt; and &lt;em&gt;GetValidators(ValidationGroup)&lt;/em&gt; makes your life much easier&lt;/p&gt; &lt;h5&gt;Focusing Controls&lt;/h5&gt; &lt;p&gt;Validation Controls now have &lt;em&gt;SetFocusOnError&lt;/em&gt; property to make the control focused in the case of an error. Master Pages will work smoothly as Microsoft says if your application is a very simple and all the files are in the same directory. But if your application is bit complex, where you have to use multiple directories for different user roles etc, then you will have face lot of problems implementing Master Pages.&lt;/p&gt; &lt;p&gt;I was able to solve almost all of the problems by referring to&amp;nbsp; following posts. But one comment made by Manoj was to able to make it work even its not the solution. &lt;/p&gt; &lt;p&gt;I was satisfied with it since I wanted do some thing else with Windows forms. So we found some CVs through the staff itself and we interviewed some of them. After spending time for all the interviews, we could select only one person, but unfortunately he had commitment to his current work place as he was leading the team there. So he was not in a passion to join&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;The GM proposed that we should go for a big paper advertisement and we should conduct an examination to recruit some people. But when I looked around,&amp;nbsp;&amp;nbsp;I found lot of paper advertisement similar to our requirement in the Sunday paper. It that case, it’s a game of convincing developers, why they should select our company.&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;I think you can find Three types of resources in the industry. &lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;1) People who have a degree as a qualification and know some development language semantics form some course or certification. &lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;2) People who are creative, who reads books, who experiments and challenge software development concepts. &lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;3) People who have no idea what programming is&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;1st type of people is usually recruited by large outsourcing companies. Because they have a well setup internal process and its matter of training new people to follow the process and making them knowledgeable only in the area that the company wants them to be fit in. &lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;2nd types are the people who works is small or medium scale development companies. Companies which develop products or custom creative projects based on customer requirements. The customers of these companies are not ready to pay for various additional resources such as business process consultants, dedicated project managers etc. They expect a team of 5-10 people will do the job for a flat rate and they don’t wont jazz like dedicated project manager and domain consultant etc..&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;These requirements result the need of multi talented, very creative people to support these software projects. The developers should have little marking ability and personality, planning ability, R&amp;D skills and self discipline to very closely communicate with team members and management. The reason is that, there are no closely monitored process and supervisor level people to monitor whether everybody is following the process. Basically no one will consider the management time as a need and no one is there to pay for this time.&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;When you compare software developers, you can find hundreds or thousands of people of category 1, but very limited people like 500 for category 2. Because category 2 is value addition to category 1 and the companies looking for category 1 prefers category 2 people.&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;Therefore finding a category 2 person is very hard. Even if you find one, he is currently working in someplace and they won’t allow him to leave. They will offer what ever he wants because it’s a very valuable asset to them and they know how hard it is&amp;nbsp;&amp;nbsp;to find same caliber of a person. &lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;I think usually at a given time, there are 20-30 developers in category 2 changing their companies due to some reasons. But since there are new companies joining the industry every day, grabbing one is been a major challenge.&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;In a way the outsourcing model has created some of the problems. &lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;Consider the garment industry in Sri Lanka. Sri Lanka is one of the best countries who produce garments to the world. But see how it works. International company seeks a local partner to outsource its production. They will setup the factory, train people, and create processors and they will create a best business venture. &lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt; &lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;But what happened when the US stop the quota system.?. Most of the Sri Lankan garments factories had to close. My point is that, knowledge won’t come to 3rd world countries as to independently operate. Some consultant creates a process and makes our people to follow that. Locals don’t know the whole operation. That’s why they couldn’t create own brands and designs and market it to the world. Locals are best at following someone else’s process productively but not at creating complete processors own there own.&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;This is happening to the local Software industry as well. A company which does well in outsourcing in SL has only their production arm locally. Either there process is setup by some international consultants or they are getting the whole spec from another country to produce the code.&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;Some time back I interviewed a Software Engineer, who worked in some major outsourcing company in Sri Lanka. When I asked him some simple questions like , “how to make a connection to the DB” for my surprise, he told me that he doesn’t know to do it as they are using ready made components.&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;/span&gt;&lt;br/&gt;&lt;span style="font-family:Trebuchet MS;"&gt;This is the bad side of outsourcing. It will make our workforce dumb; destroy their creativity and destroy the eager to learn new things. Most of the developers don’t like to put extra effort to lean something and improve themselves from developers to architects or some senior level. They want a higher salary with less effort but doing same set of job functionalities. This has not become a problem now because there are lots of outsourcing jobs in the country. But we have no idea when this model is going to fail. A default resource file is generated for every form and text, images etc will be stored in this file and they are complied in to a satellite assembly. Custom text which you need to display as messages etc can be embedded in to custom resource file. You have to create this file manually.&lt;br /&gt;&lt;p class="MsoNormal"&gt;To create multi language form first you have to set the Localize property to true;&lt;/p&gt;Then you can add controls to the form. These controls will be added in the default language. Then you can change the language property to the language that you want and enter text in the form. This will result creating two resource file for the Form by the designer with there culture-name. At the compile time multiple assemblies are created for each culture. When you change the current culture form the Regional Settings the form will load with the specific language text that you added to the form.&lt;br /&gt;&lt;p class="MsoNormal"&gt;Custom resource files will act as the same way, but you have to manually name them accordingly. Ex.
